Horrifying video has been released showing the moments before and after the brutal murder of 23-year-old Ukrainian refugee Iryna Zarutska.
The young woman, who fled her war-torn homeland seeking safety in America, was stabbed to death on Aug. 22 in Charlotte, North Carolina.
The Attack
Police said Zarutska was stabbed multiple times in the throat while riding the Lynx Blue Line.

The attack happened around 10 p.m. at the East/West Boulevard station in Charlotte’s South End.
She collapsed to the floor and was pronounced dead at the scene.
Surveillance Video
Local outlet WBTV obtained surveillance video showing the attack.
The footage shows suspect Decarlos Brown Jr. sitting on the railcar before Zarutska boards.
He appears agitated and shifts in his seat as she enters and sits nearby.
Roughly a minute later, Brown pulls a pocketknife and moves toward Zarutska.

WBTV did not air the exact stabbing but confirmed he struck her three times in the neck before calmly walking away.
Drops of blood are visible as Zarutska falls to the ground.
The Suspect
Police identified the killer as 34-year-old Decarlos Brown Jr.

He was arrested shortly after the attack and charged with first-degree murder.
Brown is homeless and has a lengthy criminal record dating back to 2011.
Criminal History
Court records show arrests for felony larceny, robbery with a dangerous weapon, and communicating threats.

He served five years in prison for armed robbery, according to WSOC-TV.
Despite this record, Brown was free to roam Charlotte’s streets.

For many, Zarutska’s death raises urgent questions about public safety.
Critics argue that failed justice policies are allowing violent repeat offenders to walk free.

Good thing the roles were not reversed or the city would be in flames today.
