Multiple sources with knowledge of the situation told Axios that a handful of Senate Democrats said on Sunday they were willing to move forward a bill package that would end the current government shutdown in 24 hours.
Multiple sources told the outlet that at least 10 Senate Democrats will support a motion for a procedure to move forward a set of bills to fund the government and short-term funding measures through January. This deal includes a vote on a motion next month to extend Affordable Care Act credits from the Obama era for one year. The upper chamber would need 60 votes to approve this.
The agreement will also include a clause that undoes the layoffs of federal employees that were introduced by President Trump during the shutdown.
Even though the talks are still going on, no final agreement has been reached between both parties as of Sunday afternoon. The discussions have shifted to the most productive discussion line yet as legislators seek to end the longest shutdown of the U.S. government in history.
The Senators have gathered in Washington, DC for an unusual weekend session. They are expected to vote on Sunday a motion on procedure and on the government’s funding. The lawmakers who have left the city were asked to come back immediately on Sunday. This indicates that there will be a vote.
The text of the three bills that the lawmakers are hoping to incorporate in this deal, was also released on Sunday.
A vote on Sunday, if successful, would end the 39-day government shutdown that has become the longest in U.S. History. Senate Democrats have repeatedly voted against the temporary funding measure known as continuing resolutions (CR), which would fund government until late November.
The Democrats’ Inflation Reduction Act, which was supported by the party and the majority of Republicans in Congress, stipulates that the ACA credit expires at the end of this year.
The reported Sunday vote on reopening the government is a response to President Donald Trump’s repeated calls for Senate Republicans to abolish filibuster to end the shut down, as well as pass a variety of legislation like mandatory voter identification.

Senate Minority leader Chuck Schumer has admitted openly that his party is holding back for political reasons. Schumer said in an interview on October 9, 2025 with Punchbowl News that “every day gets better” and claimed polls show Americans blame Republicans for the government shutdown.
Then he went on to say that he had no respect for his voters’ intelligence, saying that Republicans “controlled everything” and that the shutdown was their fault. The Senate Republicans can’t pass a clean CR without the 60 votes of Democrats, so they need their help.
