New National Security Report Highlights Terrorism Risks in the U.S.

The unclassified 2026 Annual Threat Assessment from the Office of the Director of National Intelligence (ODNI) outlines the current landscape of national security threats facing the United States.

This report, put together by the National Intelligence Council with insights from various intelligence entities, focuses initially on domestic threats including terrorism and cyber operations.

Insights from key law enforcement agencies, such as the CIA, FBI, and DHS, stress that terrorism remains a paramount concern. However, the threat now manifests in a more decentralized fashion.

The assessment highlights that while groups like al-Qaeda and ISIS still aim to target the U.S., their ability to execute attacks has waned. Instead, it identifies U.S.-based lone offenders as the primary terrorist threat.

These individuals often draw inspiration from extremist foreign ideologies, using events like the Gaza conflict as triggers for radicalization. According to the report, social media has become a crucial facilitator in this process, fostering isolated online communities that justify violence.

The presence of teenage Islamist extremists has been notably significant, marking a prolonged trend of domestic terror plotting. The report underscores that improved access to extremist material online has played a role in this surge.

Specific incidents illustrate these threats, including a New Orleans attack on New Year’s Day 2025, utilizing ISIS-promoted tactics. Additional troubling events include a June attack in Boulder, targeting pro-Israel supporters, and a March instance in New Jersey involving a teenage assailant motivated by Islamist ideology.

The preferred methods of attack are basic and accessible, often involving vehicle ramming, bladed weapons, or improvised incendiary devices. The analysis notes that while al-Qaeda and ISIS continue to distribute tactical guidance, the risk of coordinated large-scale operations is presently seen as less likely than independent attacks.

Iran is highlighted for its capability to execute lethal operations against Americans, further presenting risks if its current regime persists. Additionally, cyber threats from actors like China, Russia, Iran, and North Korea pose dangers to critical infrastructure.

Despite progress in border enforcement leading to fewer encounters with potential terrorists, the report stresses the need for ongoing vigilance against radicalization facilitated through online platforms.
