IOC Implements Policy Banning Transgender Women from Women’s Events

The International Olympic Committee (IOC) has taken significant steps to reinforce fairness in competitive sports by banning transgender women from participating in women’s events. This new policy, slated for implementation during the 2028 Los Angeles Olympics, aligns with President Donald Trump’s executive order concerning sports eligibility.

The updated eligibility criteria specify that only biological females can compete in female category events. The IOC also introduced a requirement for athletes to undergo a gene test at least once in their lifetime to confirm their eligibility.

According to the IOC, this decision aims to “protect fairness, safety and integrity in the female category.” The guidelines will begin with the LA Games in July 2028, while emphasizing that they do not backtrack to apply to grassroots or recreational sports programs. The Olympic Charter does recognize access to sports as a human right.

Clarifying Standards for Competitive Equity

Olympic officials sought a unified approach rather than allowing each sport to create its own regulations. IOC President Kirsty Coventry highlighted that even slight advantages can determine the outcome of competitions. She stated, “It would not be fair for biological males to compete in the female category.”

The IOC has noted a lack of clarity on how many transgender women are competing at the Olympic level. For instance, no transgender woman transitioned from male participated in the 2024 Paris Summer Games. However, Laurel Hubbard, from New Zealand, competed in the Tokyo Olympics in 2021 but did not win a medal.

The updated policy also enforces stricter rules regarding athletes with differences in sex development, echoing the long-standing controversy surrounding Caster Semenya in track and field.

Gene screening will target the SRY gene, typically found on the Y chromosome. This gene suggests the presence of testes and is considered as one of the most accurate yet least intrusive testing methods available.

In the United States, Trump’s executive order titled “Keeping Men Out of Women’s Sports” has brought attention to this topic as the timeline for the LA Games rapidly approaches. The White House has made it clear that compliance with these new standards is expected as the event draws nearer.
