High Court Preserves Malliotakis’ Staten Island Seat in GOP Triumph

The Supreme Court blocked a state-ordered redraw of New York’s 11th Congressional District, delivering a major win for Rep. Nicole Malliotakis and the Republican Party.

The high court intervened after Malliotakis challenged a January ruling that instructed the state redistricting commission to overhaul her Staten Island-based district.

She warned the proposed changes amounted to a “racial gerrymander” that would throw “New York’s elections into chaos.”

Court opinion and reactions

Malliotakis said the decision restored confidence in the judiciary and called the challenge to her district lines meritless.

“The plaintiffs in this case attempted to manipulate our state’s courts to use race as a weapon to rig our elections.

That was wrong and, as demonstrated by today’s ruling, clearly unconstitutional,” Malliotakis told the Daily Caller News Foundation in a statement.

Malliotakis represents all of Staten Island and parts of southern Brooklyn and is the only Republican member of New York City’s congressional delegation.

The state trial judge, Justice Jeffrey Pearlman, an appointee of Governor Kathy Hochul, had ruled the current map diluted Black and Latino voters and ordered a redraw.

Justice Samuel Alito wrote that the state order “blatantly discriminates on the basis of race” in a written opinion.

“Time and again, this court has said that federal courts should not meddle with state election laws ahead of an election.

Today, the court says: except for this one, except for this one, and except for this one,” Justice Sonia Sotomayor wrote in dissent.

Political implications

The ruling represents a setback for House Minority Leader Hakeem Jeffries’ plan to use mid-cycle redistricting in blue states to counter Republican maps elsewhere.

New York Democrats previously faced criticism when courts tossed out a Hochul-backed map in 2022 for an impermissible partisan purpose.

Malliotakis is the daughter of Cuban and Greek immigrants and grew up speaking Spanish at home.

She won election to the state Assembly in 2012 and defeated a Democratic incumbent to capture the congressional seat in 2020.

Malliotakis is 45.

“Unfortunately, the politicization of New York’s courts and its judges necessitated action from the nation’s highest court.

I thank the Justices who stopped the voters on Staten Island and in Southern Brooklyn from being stripped of their ability to elect a representative who reflects their values,” she added.

“Whether I serve another term in Congress is a decision for the voters, not Democrat party bosses and their high-priced lawyers,” Malliotakis said.

Campaign outlook and context

Malliotakis faces no primary challenger for the June 23 GOP contest and Democratic hopefuls Michael DeCillis, Troy McGhie, and Umar Usman are competing for the nomination to challenge her in November.

The Cook Political Report currently rates the 11th District as “Solid Republican.”

President Donald Trump carried the district by 24 percentage points in 2024, underscoring the difficulty Democrats would face even with friendlier lines.

The decision also comes as Democratic efforts to redraw Maryland’s only Republican-held seat have stalled and leave broader Democratic redistricting strategies in doubt.

Maryland Senate President Bill Ferguson has refused to advance what he called a “catastrophic” mid-cycle redistricting plan, complicating House Democratic plans.
