Fraudulent Scheme Leads to Haitian Man Losing American Citizenship

A man from Haiti is in the process of losing his U.S. citizenship after it was revealed that he deceived immigration officials to gain what many consider the highest privilege in America.

U.S. District Judge Rodney Smith’s decision to revoke Joff Stenn Wroy Philossaint’s citizenship stemmed from findings that he made false statements during the application process. The Justice Department announced the ruling, highlighting the seriousness of immigration fraud.

U.S. Attorney Jason A. Reding QuiƱones for Southern Florida emphasized, “United States citizenship is one of the greatest privileges our nation can offer, and it must be earned honestly.” He pointed out Philossaint’s deceptive path to citizenship involved stealing millions from pandemic relief programs intended for struggling businesses.

Between April 2020 and May 2021, prosecutors claimed Philossaint orchestrated a large-scale fraud operation, exploiting relief funds through fraudulent loan applications. He used companies he controlled to file these applications, often working with others for illicit kickbacks.

Authorities reported that these applications contained numerous false claims concerning revenue and payroll.

In total, Philossaint and his associates allegedly submitted around 40 fraudulent applications, netting approximately $3.8 million. Investigators estimate he made about $549,000 from loan proceeds and kickbacks alone.

This fraudulent activity coincided with his pursuit of U.S. citizenship. Federal officials noted that he applied for naturalization in February 2020, right before initiating his fraudulent schemes.

During a sworn interview in December 2020, he reportedly concealed his criminal actions and falsely claimed not to have misused any public benefits. His citizenship was granted on February 9, 2021, but this approval didn’t last.

Philossaint was eventually charged in September 2022 with conspiracy to commit wire fraud, along with several other serious charges. He later pled guilty to conspiracy and was found guilty of illegally obtaining his citizenship.

On June 26, 2023, he received a sentence of over 12 years in federal prison. Subsequently, a federal court approved the government’s request to revoke his citizenship on February 23, symbolizing a crucial stance against immigration fraud.
