FBI Arrests Woman on ’10 Most Wanted Fugitives’ Hiding in India

The FBI has captured Cindy Rodriguez Singh, one of its Ten Most Wanted Fugitives, in India, where she had been hiding to avoid prosecution for the alleged murder of her 6-year-old son, Noel Rodriguez Alvarez.

Rodriguez Singh was wanted on a federal warrant for unlawful flight to avoid prosecution and a Texas state warrant for capital murder of a person under 10 years of age. According to the FBI, she fled the United States in March 2023 with her husband and six other children.

In October 2024, INTERPOL issued a Red Notice, and extradition paperwork was filed. This week, the FBI, working with INTERPOL and Indian authorities, successfully arrested her and transported her back to the United States for prosecution.

Patel: “Justice Has No Borders”

FBI Director Kash Patel announced the arrest on X, calling it proof that fugitives cannot escape accountability:

“The FBI’s Ten Most Wanted list exists for cases just like this — where a dangerous fugitive thought she could run, hide overseas, and escape justice. Thanks to relentless FBI work and our international partnerships, Cindy Rodriguez-Singh is back on American soil to face accountability for the horrific murder of her own child.”

“Justice has no borders, and today the American people can see that we will never stop pursuing those who prey on the most innocent among us.”

Rodriguez Singh is the fourth person on the Most Wanted list captured since Patel took over the FBI.

Timeline of the Case

October 2022: Noel Rodriguez Alvarez, a medically fragile 6-year-old with severe developmental and health issues, was last seen alive.

March 20, 2023: Texas child protection officials requested a welfare check. Rodriguez Singh allegedly lied, claiming Noel was in Mexico with his father.

March 22, 2023: Rodriguez Singh, her husband, and six children boarded a flight to India. Investigators confirmed Noel was not on board.

October 31, 2023: She was charged with capital murder in Tarrant County, Texas.

November 2, 2023: A federal warrant was issued for unlawful flight to avoid prosecution.

July 2025: She was placed on the FBI’s Ten Most Wanted Fugitives list.

August 2025: Arrested in India and extradited to the U.S. to face charges.
