A recent election in Minnesota has resulted in Abdi Daisane, a Democrat from St. Cloud, winning a legislative seat despite his daycare becoming embroiled in scrutiny over substantial government funding. Daisane’s victory marks him as the first Somali-born legislator from the city.
As the CEO of Blooming Kids Child Care Center, he has overseen more than $7.29 million in funding through Minnesota’s Child Care Assistance Program since 2018. Additionally, his facility has received about $598,251 from the federally-funded Child and Adult Care Food Program since 2020.
This funding was facilitated by Partners in Nutrition, a nonprofit that is now at the center of an investigation regarding the misuse of federal funds. In September, Minnesota’s Attorney General announced an $18.5 million settlement tied to fraudulent reimbursement claims connected to this organization.

The settlement mandates that Partners in Nutrition dissolve and surrender its assets. State investigations revealed claims were made for meals that were never served, raising concerns about proper oversight.
Despite the funding links, Blooming Kids was not implicated in the settlement, and there is no concrete evidence that Daisane engaged in any fraudulent activities personally. However, questions remain about the oversight of these taxpayer-funded programs in Minnesota.
An investigation from Alpha News previously outlined the significant funds directed to Daisane’s daycare, with interviews suggesting irregular attendance at the facility. The state licensing records have also shown multiple violations regarding safety and supervision.
On a recent visit to Blooming Kids, a quiet scene was observed outside the daycare, with limited visibility inside and a mostly empty parking lot. This visit comes amid a broader state examination into allegations of fraud connected to public assistance programs.
Even with these challenges, Daisane managed to defeat the Republican incumbent, Bernie Perryman. This outcome has prompted backlash from conservative commentators who voiced concerns over the handling of state funds.
Matt Brodsky, president of Red Ax Strategies, expressed deep frustration over the election results, while others labeled the state as “done.”
Further complicating the narrative are questions regarding Daisane’s wife’s immigration status, although these claims do not directly implicate either Daisane or his business.
Daisane has not commented on the controversies surrounding his election and daycare. He will join a legislature currently scrutinizing potential fraud in public funding, with ongoing investigations into other organizations linked to Partners in Nutrition.
No definitive findings have established that Daisane or Blooming Kids have engaged in fraudulent activities, yet he enters office facing lingering doubts about government payments related to his business and the transparency of state childcare funding.
In summary, Daisane’s election raises significant questions about accountability in Minnesota’s taxpayer-funded programs, especially in light of the massive sums his daycare has received amidst ongoing scrutiny.
