As discussions with Iran progress, President Trump has articulated strict conditions that must be satisfied to forge a lasting agreement. The White House is firm that sanctions relief will not be granted unless Iran eliminates its stockpile of enriched uranium.
This policy, termed “no dust, no dollars,” reflects the administration’s stance on highly enriched uranium, which Trump labels as “nuclear dust.” A senior official underscored that without the removal of this material, Iran will not receive any meaningful relief.
The official further indicated that any deal would require robust enforcement mechanisms. Immediate cash transfers or substantial relief, like that seen in the 2015 JCPOA, are off the table. Instead, it’s about ensuring that Iran adheres strictly to the agreement.
U.S. objectives remain focused on curtailing Iran’s nuclear ambitions. Negotiators are considering a ban on uranium enrichment lasting several decades, while also mandating the immediate disposal of all enriched uranium stockpiles.
Methods for disposing of the enriched material being discussed include either transfer out of Iran or destruction of the material itself, which Trump has suggested as the preferred option.
Verification and Sanctions Relief
Additional conditions entail verifiable commitments from Iran not to pursue nuclear weapons and addressing its regional activities. The administration has made it clear that any sanctions relief will be directly linked to Iran’s compliance with these nuclear measures.
Military Presence and Regional Security
On the military front, the U.S. continues to enforce a naval blockade of Iranian ports, which could be adjusted based on Iran’s actions related to the Strait of Hormuz. This blockade may ease in conjunction with Iran’s compliance towards allowing safe passage for vessels.
U.S. military forces and assets will remain in the region during any initial phases of the agreement, with potential for a 60-day ceasefire extension. The timeline for a full troop withdrawal or significant military downsizing will be contingent upon Iran’s adherence to the agreement’s terms.
Recently, Trump emphasized the importance of thoroughness in the negotiations, proclaiming that both sides must ensure that all elements are correct to avoid mistakes. Although he has mentioned that the deal is “largely negotiated,” officials have made it clear that further deliberations on specific terms are still necessary.
