Tennessee State Representative Justin Pearson, known for his outspoken nature, erupted in a fit of rage directed at a state trooper after legislators voted for a contentious redistricting measure. The GOP-majority legislature passed this motion to reshape the state’s nine U.S. House districts ahead of the 2026 elections, notably removing the only district currently held by a Democrat.
The recent vote comes after a U.S. Supreme Court ruling that diminished a critical part of the Voting Rights Act, lifting the requirement to establish majority-minority districts in states like Tennessee, where approximately 16 percent of the population is Black.
Impact of Redistricting
Governor Bill Lee summoned a special session to tackle the issue, and Senator Marsha Blackburn publicly encouraged lawmakers to redraw the maps, aligning them with Tennessee’s overtly conservative leanings. The current 9th Congressional District, centered in Memphis and encompassing Shelby County, has been maintained by Rep. Cohen since 2007 and is the only Democrat-controlled seat in the state.
The new map segregates Shelby County into three segments, assigning them to different congressional districts. Each new district will integrate additional areas with a majority of Republican voters.
These adjustments will impact all nine districts, aiming to transition Tennessee’s delegation from an 8-1 Republican majority to a potential 9-0. Furthermore, the proposal repeals a law that restricted mid-decade redistricting and extends the candidate qualifying period to May 15, accommodating the anticipated changes in district lines.
Democratic Backlash
The House approved the measure on a party-line vote, sparking protests from Democrats within the chamber, characterized by chants, blown air horns, and signs. During the tumultuous session, Pearson, who represents the Memphis area, launched a campaign earlier in 2026 to contest Rep. Cohen in the Democratic primary for the 9th District, a seat the new map would eliminate.
Feeling the heat of the moment, Pearson had a heated exchange with Tennessee Highway Patrol officers amidst the clearing of the public gallery, which was initiated by House Speaker Cameron Sexton due to ongoing protests. Some demonstrators, including Pearson’s brother, KeShaun, were reluctant to leave the premises.
As troopers worked to escort the remaining protesters out, video footage captures Pearson confronting the officers aggressively, using profanity and raising his voice significantly. He was recorded shouting, “Move the f*ck back! Boy!” and “The f*ck is wrong with you?! You stupid motherf*cker!” Following the incident, his brother faced arrest.

Pearson’s tendency for dramatic outbursts is not new; earlier in 2023, he, along with two colleagues, faced expulsion from the Tennessee State House due to their involvement with a group of protesters on the House floor opposing a gun control bill supported by Democrats. Despite the upheaval, he successfully regained his seat after a special election.
