15 Democrats Indicted in Texas Vote Harvesting Scandal

In one of the most explosive election fraud cases in recent memory, Texas Attorney General Ken Paxton has confirmed that 15 current and former Democrat officials have now been indicted in a massive vote harvesting operation in Frio County, Texas — a scheme that spanned multiple elections, towns, and offices, and targeted elderly voters for ballot manipulation.

This past week, nine more individuals — including a former Texas House candidate, two former mayors, and high-ranking Democrat operatives — were formally indicted for their alleged roles in the scheme.

Among them:

  • Manuel Medina, former Bexar County Democrat Chair and former San Antonio mayoral candidate

  • Former Pearsall Mayor Petra Davina Trevino

  • Former Dilley Mayor Mary Ann Obregon

  • Former Texas House candidate Cecilia Castellano

According to District Attorney Audrey Louis, Medina was recorded discussing a scheme to collect votes on behalf of Castellano — a stunning admission of how deeply embedded this operation was in Democrat political machinery.

Judge Rochelle Camacho at the Center of the Storm

At the heart of the investigation is Frio County Judge Rochelle Lozano Camacho, who was charged with three counts of vote harvesting during her Democrat primary campaign in 2022.

Her own sister, a school district trustee, was also charged.

The charges stem from a multi-year election integrity probe led by Paxton’s Election Integrity Unit in coordination with local law enforcement. The investigation began after Camacho’s opponent, Mary Moore, filed a complaint alleging ballot harvesting, mail fraud, and illegal voter transport.

Camacho’s operatives were accused of:

  • Paying “harvesters” $1,500–$2,500 to collect ballots

  • Targeting elderly voters in Pearsall subdivisions

  • Hiding ballots under clothing and using multiple vehicles to evade detection

AG Paxton: “Texans Deserve Honest Elections”

Paxton didn’t mince words.

“The people of Texas deserve fair and honest elections — not backroom deals and political insiders rigging the system,” he said.
“Elected officials who think they can cheat to stay in power will be held accountable. No one is above the law.”

On May 1, 2025, a Frio County grand jury returned indictments for:

  • Frio County Judge Rochelle Camacho: 3 counts of vote harvesting

  • Frio Elections Administrator Carlos Segura: 1 count of tampering with evidence

  • Pearsall City Councilman Ramiro Trevino: 1 count of vote harvesting

  • Pearsall Councilwoman Racheal Garza: 1 count of vote harvesting

  • Pearsall ISD Trustee Adriann Ramirez: 3 counts of vote harvesting

  • Alleged vote harvester Rosa Rodriguez: 2 counts of vote harvesting

All were arrested on May 2, except for Camacho, who later turned herself in.
